Profesores de asignatura de la UNAM en el programa de apoyo a la definitividad: tensiones en su regulación

In April 2021, the National Autonomous University of Mexico launched the Academic Staff Permanence Support Program (PAPPA) to regulate the competitive and permanent hiring of full-time and tenured professors, academic technicians, and researchers. The purpose of this article is to offer an analytical approach to this program based on the conceptual framework of bureaucratic organization and profession; to demonstrate the tensions this proposal generates for the institution and its full-time professors. The corpus of study consisted of the PAPPA and the Program to Promote the Permanent Position of Full-Time Professors (PFP) calls, which were analyzed using natural logic. The results found that this program responds to the current situation of the movement of subject teachers, who experienced delays in their payments during March 2021. Furthermore, this program generates tensions that highlight the high increase in subject teachers on temporary contracts, the gap between the Academic Staff Statute and the current conditions at this University, and the lack of attention to the academic development of hourly teachers.
